The Orcas Highlands community is served by several utility providers. Each property owner is responsible for establishing and maintaining their own accounts directly with each utility.

Power & Internet

Orcas Power and Light Cooperative (OPALCO) is a member-owned, non-profit utility cooperative servicing the Orcas Highlands.

Fiber Internet
A fiber optic network runs throughout the Highlands for high-speed internet, provided by RockIsland Communications. Property owners can establish their own account and bring the connection from the main road to their home (at owner's expense). Loan programs are available:

Water Service

Washington Water provides water service to the Orcas Highlands.
Each property owner establishes and maintains an account directly with the utility.

Roads
Orcas Highlands roads are maintained by the Orcas Highlands Homeowners Association. Dues for road maintenance are collected quarterly.
The most recent resurfacing project was completed in spring of 2018. If you notice hazards or deteriorating road conditions, please contact the HOA Board.
Paper Mail
Orcas Highlands mailboxes are located at the entrance of the neighborhood, at the base of Lindsey Way. Each property is allowed one mailbox. Homeowners, please remove any mailboxes that are not in use.

We are moving toward using electronic mail and newsletters. Sign up to join our email database and get current HOA information and newsletters.
